Compared with adults, 0–1-year-old "infants" have thinner skin, less sebaceous glands, incomplete development, larger specific surface area, and poor skin moisturizing and buffering ability. The skin structure of "infants and young children" aged 1 to 3 years old has tended to be complete, but the cuticle and epidermal layers are still thin, the skin barrier function is not mature, and the ability to resist microbial contamination and foreign stimulation is weak. The name of the raw material used in children's cosmetics shall be filled in the Chinese name, international cosmetic raw material name (INCI name for short) or English name of the raw material according to the specifications of the Catalogue of Used Cosmetic Raw Materials, and the information of the remarks shall be complete; The selection of raw materials and the specific use in the formula shall comply with the requirements of relevant regulations and technical standards such as the Technical Specification for Cosmetic Safety. The filling in of the purpose of use of raw materials shall be specific and standardized and shall be filled in according to the main role of raw materials in the product and shall be consistent with the physical and chemical properties of raw materials, product properties and production process.

Carbomer, and Acrylates/C10-30 Alkyl Acrylate Crosspolymer have been listed in the List of Used Cosmetic Raw Materials (2021 edition).
