Carbomer is a cross-linked acrylic (ester) polymer, which is extensively applied as a rheological modifier in the pharmaceutical, personal care products, and other industrial fields. However, some traditional carbomer products such as 940, 941, 1342 , etc. used benzene as solvent during their production, resulting in residual benzene content that could be as high as 5000 ppm, far exceeding the 2 ppm safety limit stipulated by ICH Q3C and USP <467>. Since 2020, the US Food and Drug Administration (FDA) has evaluated the safety of carbomer, and ultimately the US Pharmacopeia (USP) decided to officially omit  five type carbomer 940,941,1342, 934, 934P with benzene content greater than 2 ppm from the monograph on August 1, 2025.

Earlier than the US Pharmacopeia (USP), the Chinese Pharmacopeia stipulated in the 2020 edition that the safety limit of benzene in carbomer is 2 ppm. And on August 28, 2023, the National Medical Products Administration's notice: a management limit of 2mg/kg for the prohibited component benzene in cosmetics was added (2mg/kg), and "if benzene as an impurity is inevitably introduced into cosmetics due to technical reasons, its limit should not exceed 2mg/kg" was included in Chapter 2 of the "Cosmetics Safety Technical Specifications (2015 Edition)" and came into effect from the date of release.

In the 1950s, traditional carbomer 940, 941, 1342, 996, 676 had harmful impurities remaining during the synthesis process due to the use of benzene solvents. Benzene, as a known carcinogen, even a very small residual amount may pose a potential threat to human health during long-term use.
